Main Purpose of Job

Provide support for members of the Creative Services department in the development, implementation, execution and reconciliation of Lotter adverting programs with a focus on billing and budgeting, Key responsibilities includes administration the Lottery's retail point of sale (POS) program and assisting in the administration, tracking and reconciliation of the Lottery's advertising budget with the opportunity to participate in other traditional and digital advertising initiatives.

POSITION DUTIES

Assists with the development, procurement and production of Lottery point-of sale and other graphic materials for new product launches and promotions.  Develops an annual POS/graphics calendar with production and delivery schedules, coordinates comments and approvals from key department managers and acts as liaison with the Lottery’s advertising agency and Sales department managers.  Keeps abreast of current trends in retail merchandising and makes recommendations applicable for Lottery retailers to the Sr. Advertising Manager and Director of Creative Services.

Acts as billing administrator for Creative Services department, with duties to include, but not be limited to: reviews, records and tracks billing documentation (estimates, authorizations, approvals, invoices and reconciliations) used by the Senior Advertising Manager and Director of Creative Services to manage the Lottery’s advertising budget and monitor committed funds on a real-time basis.  Maintains detailed records in various data bases and extensive paper files.  Reconciles department spending with advertising agency contractor records and internal sources (FMIS, Procurement records, etc.) on a monthly basis.  Compiles and reconciles year-end encumbrances and accruals and initiates various procurements for the department.

Schedules meetings, prepares agendas and summarizes discussions and next steps in conference-type reports.  Provides general administrative support as requested.


Collects and compiles information from both various sources, reviews information and determines what would be impactful to the Lottery’s marketing programs.  Prepares PowerPoint (or comparable) presentations, summary reports (including analysis and recommendations derived from the collected information) for senior department members to use in meetings and planning discussions. 

Tracks and fulfills various deliverables (promotional items, scratch tickets) for the Lottery’s sponsorship and promotions program.  Requires interacting with several external organizations and internal departments.

Creates various information sheets, flyers, dashboards and graphics for utilization by the department.  Includes some copy writing and basic design/layout work using specialized software programs (i.e., InDesign, Illustrator, Photoshop, etc.).


MINIMUM QUALIFICATIONS

Experience: Seven years of experience in public information, public relations, journalism or other related experience in publicity or promotional work.

Notes: 

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 30 semester credit hours in one or more of the following subjects: English, journalism, public relations, writing or other similar and related areas of study and three years of experience in public information, public relations, journalism or other related experience in publicity or promotional work for the required experience. 

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in public affairs specialist classification or public affairs specialty codes in the information and arts field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications

- Experience working with printers or designers to develop and implement point of sale materials (posters, signs, decals, etc.) for retail locations.
- Administrative experience tracking and processing advertising billing documents (i.e., estimates, invoices, reconciliations, etc.).
- Experience with desktop publishing programs.
