MHBE is accepting applications for a vacant Digital Communications Specialist position!

Maryland Health Benefit Exchange (MHBE) is responsible for the administration of Maryland Health Connection, the state’s health insurance marketplace, under the Patient Protection and Affordable Care Act of 2010 (ACA). MHBE works with Maryland Department of Health, Maryland Insurance Administration, Department of Human Services and stakeholders statewide.

LOCATION OF POSITION

At the time of this job announcement MHBE is adhering to a hybrid work schedule. Work for this position will be completed at a remote location of your choice and at our office located at 750 E.Pratt St 6th Floor, Baltimore Md 21202.

Main Purpose of Job

The Digital Communications Specialist creates engaging, relevant content across a range of digital platforms (including social media, website, blogs and email marketing), as well as print and other marketing materials. The position supports the Marketing & Outreach team by assisting with varied tasks including research, event planning, materials development and helping with special projects.

POSITION DUTIES

Develop and maintain the editorial calendar for all Maryland Health Connection social media channels, including original and curated content, and share content from partners, stakeholders, other agencies, etc. Write engaging, interesting, and accurate social posts for diverse or targeted audiences on channels including Facebook, Twitter, YouTube, LinkedIn, Instagram. Take, edit and post photos to social media and online platforms. Review and refine social graphics for posting and offer timely, interesting graphics suggestions.
Manage Maryland Health Connection’s social communities, and monitor channels for content, sentiment, and any breaking concerns. Use monitoring tools such as Sprout. Respond to consumer complaints and escalate for resolution by staff caseworkers.  

Draft blog posts. Create and distribute email and text communications to consumers and partners. Update and maintain distribution lists. Develop campaigns to grow email and text audience. Draft content for MarylandHealthConnection.gov and MarylandHBE.com websites. 

Research, develop and implement Maryland Health Connection’s WhatsApp strategy.  

Outreach and engage with Maryland Health Connection’s digital audience to build a library of consumer stories. 

Engage with influencers (such as making contact, developing emails or outreach, attending events, and coordinating social posts with partners). 

Assist the marketing department with various activities such as researching health care-related topics for marketing efforts, supporting events and assisting with production of marketing materials. Perform related duties as required.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in public information, public relations, journalism or other related experience in publicity or promotional work.

Notes:  

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 30 semester credit hours in one or more of the following subjects: English, journalism, public relations, writing or other similar and related areas of study and three years of experience in public information, public relations, journalism or other related experience in publicity or promotional work for the required experience.  

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in public affairs specialist classification or public affairs specialty codes in the information and arts field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience developing social media campaigns across multiple channels.
Experience tracking and analyzing social media data and adjusting a campaign accordingly.
Communications experience in the healthcare or health insurance industries.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
