Main Purpose of Job

The main purpose of this position is to provide assistance with the implementation of criminal justice services assigned to the Office of Crisis and Criminal Justice Services. This position has a primary focus on programs related to a continuum of criminal justice services for individuals with suspected or identified behavioral health needs, and assists the Director and Assistant Director of the Office with identifying best practices related to diversion, facility based intervention and treatment, and reentry services. This includes assisting with program oversight, writing and reviewing proposals, and researching grant and funding opportunities to create new programs to assist individuals who have behavioral health issues with diversion from jail, receiving treatment services while incarcerated and successful re-entry. This position assists the Director and Assistant Director of the Office of Crisis and Criminal Justice Services with implementing trauma specific programs and trauma informed care. Additionally, duties include providing direction, oversight and implementation of the Maryland Community Criminal Justice Treatment Program (MCCJTP), the Trauma, Addiction, Mental Health and Recovery (TAMAR) Project, DataLink, Drug Court, Crisis Intervention training for law enforcement, and Behavioral Health Disaster Services and other duties as assigned.

This position is responsible for the coordination and review of all contracts (budget review and approval, and development and execution of corresponding Statements of Work) related to jail behavioral health services as well as assisting with projects related to diversion, facility based treatment, community reentry from jail or prison, HIV community planning, victim services, and the review of local all-hazards plans.

This position plays a significant role in the mission of the agency and the Office of Crisis and Criminal Justice Services. Services for individuals who have experienced natural and man-made disasters, criminal justice involvement and/or histories of trauma are included in BHA's priority populations. Also, this position assists with fulfilling the Office of Crisis and Criminal Justice Services mission to foster the development of programs and services for consumers of mental health and substance use services with special needs.

This position is eligible for hybrid telework which is subject to change as necessitated by operations and customer focused demands.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience: Five years of professional experience in health services, two years must have been in the Mental Health option.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the Mental Health option must be as follows: professional work related to treatment and services for   mentally ill patients.

3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following experience:
-- utilizing MS Excel (i.e., review spreadsheets and identify anomalies, such as significant increase/decrease of a data elements);
-- writing skills (i.e., writing reports, etc.); 
-- communication experience (i.e., directly communicating with jurisdictions to discuss successes and challenges of a criminal justice treatment program).
