POSITION DUTIES

This position provides administrative oversight of Central Services Unit for the Howard County Health Department. Central Services duties include the facility management, inventory management, fleet management, transport and delivery, records management, and the Vital Records Unit. This position supervises one Administrative Specialist I, one Services Specialist, and two fiscal clerks. This position also serves as Logistics Chief for the Department’s Incident Management Team. Some weekend and evening hours may be required.

This position is considered essential for emergency response to include Mass Casualty/Disaster Event (MCDE), Inclement Weather (IW) and Major Power Failure (MPF). Should the State/County experience such an emergency, this position is expected to report to work immediately or remain on the job for the emergencies as noted above.

15% Facilities Management - manages all issues related to building maintenance and repairs, including coordinating with Howard County Government as necessary for all projects.  Manages building access issues for Department staff (e.g. Issuing keys).  

30% Inventory Management – purchases, manages, distributes and tracks fixed assets as well as consumables assets including water and paper for the entire department. Oversees the telecommunications program for HCHD.

15% Fleet Management and Van Coordinator – manages and tracks all facets of the vehicle fleet including coordinating sign-out of vehicles, tracking mileage, addressing maintenance issues. Coordinates usage of Departmental vans. 
10% Transport and Delivery – delivers necessary supplies and documents for the department.

10% Vital Records – coordinates staff schedules, interacts with MDH, purchases security paper.

10% Supervision and General Administration – provides supervision, leave approval, performance evaluations and other HR matters. Develops and or updates policies and procedures for the unit. 

10% Records Management and Other Duties – ensures programs and bureaus manages records according to MDH record retention schedule.  Participates on Incident Management team, assist with other duties including IT and administrative tasks.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications:
-Experience managing, coordinating and resolving physical plants (i.e., building or parts of building) 
-Experience managing, coordinating and resolving vehicle fleets, vehicle fleet repairs and/or vehicle maintenance
-Experience ordering supplies 
-Supervisory experience
-Ability to work evenings, nights, weekends as needed 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
