POSITION DUTIES

The Administrative Officer III serves as the administration advisor within the Resource Management Branch to the Facilities Management Officer, performing analysis duties, to include preplanning, programming funds allocation, accounting management, procurement, and invoice processing, utilizing internal controls, and reporting. This type of work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods, and techniques of budget analysis and funds management.
Duties for this position include, but are not limited to the following:
·       Provides resource management support to the Construction and Facilities Management Office by performing  budget analysis duties
·      Reviews, evaluates, and processes purchase requisitions and other funding documents.
·      Reviews, evaluates, and processes invoices and other billing documents.
·      Maintains accounting records and performs accounting management.
·      Validates Commodity deliveries to facilities via contract, requisitions, or blanket purchase orders (BPO)

MINIMUM QUALIFICATIONS

Experience: Seven years experience in administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university and three years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

One (1) year of planning, programming fund allocations, budget analysis, cost analysis, utilizing controls and reporting
One (1) year of processing purchase requisitions 
One (1) year of processing invoices and other billing documents 
One (1) year experience utilizing Microsoft Excel

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

This position will require the ability to pass a State & Federal background check to access military facilities within the state of Maryland.  Being able to access these facilities is a condition of employment for this position.
