POSITION DUTIES

The main purpose of the Administrative Officer III assigned to the Biometric Identification Services unit is administrative work requiring regular use of independent judgment and analysis in applying/interpreting complex administrative plans and analyzing operational programs or procedures with recommendations for improvements.

Acts as a Criminal Justice Information System - Central Repository (CJIS-CR) liaison with the Information Technology & Communications Division (ITCD) and Maryland Automated Fingerprint Identification System (MAFIS) II vendor using new technology where appropriate.

Supervises employees responsible for processing biometric (fingerprint) supported background checks for positive identifications to local law enforcement, public service commissions, and non-criminal justice entities.

Manages database reporting systems (computes statistical information such as percentages, means, medians and standard deviations required to review regular staff ratios to workflow demands).

Performs investigate analysis (works directly with other CJIS-CR leadership to identify data errors or anomalies regarding accuracy, completeness of Criminal History Record Information (CHRI) and the ability to share information to identify action task for improvement or solution based work).

MINIMUM QUALIFICATIONS

Experience: Seven years experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from a college or university and three years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience using the Criminal Justice Information System (CJIS) central repository or the Maryland Automated Fingerprint Identification System (MAFIS).

2. Experience identifying data errors or anomalies regarding accuracy or completeness and sharing information to identify action task for improvement or solution based work.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
