LOCATION OF POSITION

This position is within the Department of General Services, Office of Facilities Management at our Annapolis facility.  However, the list created from this recruitment may also be used to fill other vacancies, in this classification, as they arise.

Main Purpose of Job

The main purpose of this position is to assist with the oversight and management of contracts for the Annapolis Capital Complex region, and to provide additional administrative support for the Assistant Superintendent’s Office.

This is an emergency essential position subject to emergency release procedures. Employees in this position must be willing and available for duty at all hours, day or night, and are required to work remotely for duty at all hours as needed to maintain the continuous operation of this agency.

POSITION DUTIES

Duties for this position include but are not limited to:  
- Assists with managing and overseeing contracts for the Annapolis Capital Complex: assists with developing specifications for all maintenance contracts, works with Procurement Officer on solicitations and bid results, monitors existing service contracts (snow removal, elevator, janitorial, turf maintenance and fire/safety), meets with vendors, helps to prepare new contracts, fund certifications and purchase orders.  Manages and updates contracts electronically in eMaint.
- Manages and oversees the incoming Inventory Operations at the loading dock for the Annapolis Complex. Evaluates efficiency of inventory operations, assists with developing new procedures, tracks new purchases, prepares paperwork to add/delete from inventory, directs annual material/supply inventory and annual equipment inventory, and prepares annual inventory reports.
- Assists with the coordination of Facilities Management parking. This includes permanent, daily, session and special event parking as well as maintaining electronic files and spreadsheets. This also includes interacting with various agencies and agency heads as well as the General Assembly and government staff.
- Receives telephone calls and visitors, provides secretarial support, opens, sorts and distributes incoming mail. Greets and directs office visitors to appropriate individuals. Perform other duties and responsibilities as required that enable the Department of General Services to fulfill its mission of providing and maintaining buildings that are safe, secure and operating efficiently.

MINIMUM QUALIFICATIONS

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the completion of 60 credit hours at an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.  

- Experience in a customer service setting.

- Experience working with tenants of a facility or commercial building.

- Experience reading or reviewing financial reports or budgets.

- Ability to work independently, task switch and multi-task.

- Knowledge of Google/Microsoft Suite.

- Excellent interpersonal and oral/written communication skills, with experience interacting and communicating with executive and senior management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire.  If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process.  Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.  

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
