The Land and Materials Administration, Resource Management Program is recruiting for an Environmental Compliance Specialist I. This is a position specific recruitment for the Maryland Department of the Environment (MDE). This recruitment will be used to fill current and future vacancies for this position/function only. The resulting eligible list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This is an entry level field position within the Animal Feeding Operation (AFO) Division of the Resource Management Program in the Land and Materials Administration. The Environmental Compliance Specialist I is responsible for performing inspections at Animal Feeding Operations (AFO). The incumbent in this position will learn to evaluate, recommend, and maintain effective best management practices on production and land areas of AFOs to ensure protection of human health and the environment. 

Working conditions of this position include:

Exposure to uncomfortable or unpleasant surroundings. There will be areas where manure and animal carcasses are stored and generated.

Work involves use of protective equipment such as googles, gloves, mask, etc. Biohazard gear is mandatory at AFOs to prevent or reduce the transfer of contaminants between AFOs.

The incumbent in this position will be required to drive a State vehicle throughout the State of Maryland.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive State vehicle. 

MINIMUM QUALIFICATIONS

Experience: Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.

Notes:

1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

 

§  Willing to work on the Eastern Shore.

§  Background and understanding in agricultural operations in two or more of the following fields: poultry, turkey, dairy, swine, horses or beef.

§  Experience in preparing, reviewing or writing Nutrient Management Plans within the State of Maryland.

§  A Maryland Certification in Nutrient Management.

§  A degree in Agriculture, Animal Science, Agronomy, Soil or Plant Sciences.

§  Experience related to the agricultural field or agricultural inspection work.  

§  Have a strong working knowledge operating a laptop computer.


LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.
