Main Purpose of Job

This position serves as the office Election Training Program Coordinator. This includes the recruitment, training, scheduling and payroll for our Election Judges. It also includes developing and producing the Election Judges Manual, the training curriculum and training materials. It also includes leading the employees assigned to support these projects, including state-procured trainers. This position will also assist with the preparation of polling places supplies and forms, setup and delivery of voting equipment, and early voting and Election Day support as needed. This position will also work on special projects as assigned by the Director, including working in all other sections of the election office as needed. This includes but is not limited to such work as Voter Registration and Mail-In Ballot processing, petition verification, front office coverage. Compiles and maintains statistics. Assists with coordinating the office public outreach program. The incumbent will perform data entry and quality checks into the Statewide Voter Registration System while prioritizing work to assure timely completion of data processing tasks in accordance with office policies and procedures. Assists in organizing and instructing required training sessions following established policies and procedures. Performs all assigned tasks in a timely manner, under the direction of the Election Director and in accordance with state election law and COMAR.

MINIMUM QUALIFICATIONS

Education  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience applying election laws, rules and procedures in a local board of election office.

Notes:

1. Candidates may substitute one year of specialized clerical, data processing, technical or administrative experience for each six months of the required experience applying election laws, rules and procedures in a local election office. Specialized clerical, data processing, technical or administrative experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. Candidates may substitute two years of general clerical, data processing, technical or administrative experience for each six months of the required experience applying election laws, rules and procedures in a local election office.  General clerical, data processing, technical or administrative experience is defined as work performing a variety of duties which are clear-cut and typically found in office settings, such as filing, copying, inputting data, general computer skills, and directing telephone calls.

3. Candidates may substitute thirty credit hours from an accredited college or university for the required experience.    

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Two years of experience applying election laws and regulations in a local board of elections office.

2. Experience communicating effectively verbally and in writing in a professional environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d), Annotated Code of Maryland.

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
