Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional I. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

LOCATION OF POSITION

Baltimore City, Maryland.

POSITION DUTIES

This position is the beginning level of work in the various units within the Unemployment Insurance Contributions Division. This position makes determinations which affect an employer’s tax liability and/or provides direct fiscal support in carrying out the functions of the units within the areas of Account Maintenance, Accounting & Fund Management, and Tax Enforcement. Employees in this classification will primary be focused on providing high- quality customer service to various customers who contact the Maryland Unemployment Insurance division. Employees in this classification do no supervises other positions.

VENDORS LIABILITY OFFSET ASSIGNMENT

Maintains the Liability Offset Program, which consists of reviewing the daily Liability Offset Capture Reports and the Liability Offset Escrow and Aging Reports in order to hold, apply and/or release the intercepted employers ‘funds. Processes Liability Offset Program reports (Payment Capture Control Reports and Release Control Reports) are daily to verify that the liabilities are correct, and ensure Accurate Employer Wage and Tax Records. The Captured payments are maintained until a settlement agreement has been reached with the vendor regarding how the liability will be satisfied within 10 days. State monies and employer’s checks are processed daily through the EFT transfers. The Release Control Report is also processed daily to verify the correct releases to the vendors and to the state agencies that requested the payment. 

Processes Tax Clearance. Processes the Tax Clearance/Corporate Dissolutions daily through the FMIS/INFOPAC Program, which was created to enhance the workflow through inter-agencies by on-line clearance. The Dissolutions are issued within 7 working days to make Timely and Quality Determinations.  Reviews the Tax Clearance Program in order to provide tax clearance certificates to employers that desire to conduct business in the State. Performs License Renewal Clearance, including receiving and responding employers’ telephone calls, emails, and/or walk-in employers to investigate and process MD Dept. of Labor’s DUI Tax liabilities. 

WAGE DISPUTES ASSIGNMENT

Conducts investigations as to whether individuals providing personal services are working in covered employment in order to ensure accurate employer wage and tax records. Reviews and determines the current reporting of gross and taxable wages of a claimant so that the claimant’s weekly benefit amount can be calculated accurately and benefits paid correctly. This action minimizes improper payments and prevents frauds. Prepare any related tax reports (forms 15/16s, 22s) and/or internal documents (18B, account adjustments, etc.) Submits a properly completed package on agency forms, prepared in accordance with unit policies within ten (10) working days for Disputed Claim assignments. This is a safety net to provide financial benefit to eligible claimants to serve as a Bridge to Reemployment.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Experience: Four years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or other programs.

Notes:

1. Employees previously hired through contracts by the agency as Intermittent IU Associates, Intermittent IU Specialists, Contributions Associates or Contributions Specialists and are currently performing the full range of UI Professional I duties and responsibilities may meet the minimum qualifications for appointment to merit system positions in this classification.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

SELECTIVE QUALIFICATIONS

Two (2) years of previous experience using computer programs to provide customer service in a professional environment preferred.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Detailed knowledge of departmental policies, and regulations (state and federal) preferred. Previous experience in multitasking position preferred. 

Two (2) years of experience with assisting others in the use of complex technical systems preferred.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
