Main Purpose of Job

The main purpose of this full-time contractual position is to prepare and present programmatic and operational recommendations. This position will also be responsible for implementing assigned administrative and procedural responsibilities which address the development, revision, expansion, or reallocation of local health resources toward population-based tobacco use prevention and cessation. Project planning requires the review and interpretation of local, State and national data, including economic, demographic and social factors, along with population trends; morbidity and mortality rates; or, other determinations of need.

This position will demand a significant level of independent judgment and critical assessment in evaluating necessary operational plans and/or policies. This position will also be responsible for consistent contact and dialogue with local, State and federal health agencies, private institutions, organizations, and associations. Such contact and dialogue will be necessary in order to obtain information, as well as to render advice and guidance in the development and implementation of measures outlined in the Harford County Health Department's Cigarette Restitution Fund (CRF) Tobacco Program.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education, or Health Science.

Experience: One year of experience planning, developing, implementing, and promoting health education projects.

Notes: 

1. Candidates may substitute a Bachelor’s degree from an accredited college or university, with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science, or a related behavioral science, and two years of experience planning, developing, implementing, and promoting health education projects, for the required education and experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Educator and Community Health classifications, or Health Educator and Community Health specialty codes in the Public Health field of work, on a year-for-year basis, for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
