POSITION DUTIES

The main purpose of this position is to oversee and manage all compliance and complaint investigations for the Massage Therapy and Chiropractic Examiners Boards. This position supervises the investigative staff of two Boards, ensuring that formal investigations into allegations of violations of the Massage Therapy Act and the Chiropractic Act are conducted in a professional and timely manner. The employee will evaluate complaints to determine jurisdiction, priority, and actions necessary, review and approve investigative plans submitted by the investigative staff, draft subpoenas, witness list, and interview questions. This position ensures completion and efficacy in drafting of comprehensive and complex reports of investigations. This position personally presents and defends all cases before the Disciplinary Committees of the two Boards, personally testifies before formal DisciplinaryHearings and Courts, routinely interfaces and liaisons with Board Counsel, Office of the Attorney General Prosecutors, Federal, State, and Local Law Enforcement officers, civilians and attorneys regarding interviews, subpoenas, investigations, and testimony. This position will be responsible for semi-annual and annual Performance Evaluations and Corrective Action Plan reviews. The employee will brief the Board on the status of investigations and provide regular updates to the Board during board meetings. This employee will be responsible for producing closure letters for investigative cases.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings.

Notes: 

1. Candidates may substitute the possession of a Bachelor's degree in the field of criminal justice, criminology, law enforcement or an allied health field, (such as nursing, pharmacy, psychology, social work, nutrition, dietetics, speech pathology, audiology) from an accredited college or university and four years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Investigator, Police and Intelligence Specialist classifications or Investigator, Police and Intelligence specialty codes in the criminal investigation field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
--Experience using the CJIS system for criminal history background checks
--Experience supervising at a Regulatory Board
--Experience with Google Suites
--Excellent oral and written communication skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
