Main Purpose of Job

The Maryland Veterans Trust Fund ('the Fund') Grant Administrator is responsible for the following: monitoring and reporting for the Fund, preparing Fund applications for review by the Trust Fund Review Committee ('Review Committee'), and soliciting donations for the Fund.

POSITION DUTIES

Solicit donations for the Fund. Receive donations and deposit in a timely manner. Provide receipts, or acknowledgement of donation, to donors.

Promote the Fund to the veteran community. 

Review applications for funds. Follow up with applicants as necessary to obtain missing information. 

Present applications to Review Committee at quarterly/monthly meetings (meetings to be held as necessary, in accordance with number of applications received).  Take minutes at Review Committee meetings.  Forward recommendations from Review Committee to MDVA Secretary (or his designee) for final decisions. For approved recommendations, ensure applicant receives the funds and the award letter from the Secretary. For those not approved, notify applicant in writing of the decision.

Track contributions, grant and loan requests/recommendations by the Review Committee. 

Maintain spreadsheet of all fund contributions, fund disbursements, and fund balance. 

Track costs of administering the fund. Prepares all mandatory reports for the fund as required by law or policy.

Follow up on grants and loans that are awarded. Ensure loans are repaid. If necessary, obtain receipts as proof of usage from the recipient. Ensure that any unused money is returned to the Fund.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
