Main Purpose of Job

This position will be responsible for monitoring budget expenditures for the Office of Preparedness and Response (OP&R) Cooperative Agreements and Sub-Awardees. This position provides grants management services, procurement fiscal monitoring services, prepares budget reports and maintains detailed fiscal records. The position reports to the Agency Grants Specialist Supervisor for OP&R and is considered as essential personnel.

This position is Telework Eligible per the Director of OP&R's Leadership and must adhere to current MDH and OP&R telework policy.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have the following experience: 1) assisting with grant submissions, as well as experience reviewing expenditures and preparing budgets 2) experience using grantsolutions.gov, and grants.gov, for grant applications, online submissions and reporting 3) with FMIS, which includes ADPICS - for procurement approvals, procurement tracking, and R*STARS for financial tracking, budgeting, invoicing 4) with Excel spreadsheets using functions, drop down menus and pivot tables, and 5) paying invoices and completing journal entries.
