This is a Management Service position, and serves at the pleasure of the Appointing Authority.

This recruitment is for two positions:  

Permanency And Placement Administrator 

Family Preservation Administrator

Main Purpose of Job

The purpose of this position is to provide administrative oversight and continued program stability and development through knowledge of specific policies, procedures, compliance, funding, etc. in order to support the mission, goals and objectives of the St Mary's County Department of Social Services (SMCDSS). This position is responsible for managing all resources including the hiring of staff to move the mission of the program forward and create high level service for families, adults and children in the local community. The program areas for which this position provides oversight and program development are Family Preservation, Permanency and Planning or Adult and Children Protective Services.

POSITION DUTIES

Provides administrative and programmatic leadership. Ensure standards are met regarding monthly supervision of staff, clinical involvement in staffing and review of Critical Incidents. 

Ensures data collection and analysis occurs in order to meet the quality assurance needs of the programs within the division.  Monitors data reports to ensure the unit is in compliance with all Federal, State and Local laws, policy and performance measures. 

Establishes processes and procedures to ensure staff are knowledgeable of and able to implement new policies and procedures from SSA. 

Works hand-in-hand with other SMCDSS Units, Program areas and Divisions (and other agencies when indicated) to identify and develop procedures to carry out the requirements of federal, state and local law, regulation and policy. 

Participates in program related community meetings and collaborative efforts as a Department representative when appropriate. 

Identifies opportunities for the Agency, Division and/or Unit to develop new partnerships or initiatives that can better serve citizens.

Manages all unit budgets to ensure the appropriate use of funds to support families and children as well as, spending compliance in all programs within your purview. 

At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department. 

MINIMUM QUALIFICATIONS

Education:   A Master’s degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven years of professional experience in a social work capacity in a public or private agency or institution, five years must have been in an administrative supervisory or consultative capacity.

1. These requirements are established by the Social Services Administration by authority provided in Human Services Article 4-204 of the Annotated Code of Maryland and the Maryland Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

- One year advanced experience with Microsoft Office and Google Applications. 

- One year experience providing clinical supervision. 

- Two years experience performing program oversight or managing data. 

- Preference will be given to current State of Maryland employees with comparable experience.

LIMITATIONS ON SELECTION

Candidates must be willing to work in St. Mary's County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must be licensed by the Maryland Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
