Main Purpose of Job

This position serves as the Administrator for the Out-Of-Home section in the local department's Child Welfare Division, and reports directly to the Assistant Director for Services. The selected candidate will be responsible for administrative and clinical supervision for all out-of-home placement services, as well as exercising responsibility for budget creation, monitoring, and execution, as well as providing oversight of the county’s respite services program, the Family Centered Practice Initiative, and the Independent Living Program for Out-of-Home and In-Home customers.

POSITION DUTIES

This position provides administrative and clinical supervision for all out-of-home placement services; i.e. foster care intake, regular foster care, kinship care services, adoption services, post-adoption services, the adoption subsidy program, the guardianship assistance program, foster/adoptive family services, and voluntary placement services. This position creates funding plans, executes, and monitors the spending of Adoption Promotion, Recruitment and Retention, and advises the Assistant Director of spending need of the overall flex funds. This position also provides supervision to the county’s respite services program, the Family Centered Practice Initiative, and the Independent Living Program for Out-of-Home and In-Home customers.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven years of professional experience in a social work capacity in a public or private agency or institution, five years must have been in an administrative supervisory or consultative capacity.

Notes:

1. These requirements are established by the Social Services Administration by authority provided in Human Services        Article 4-204 of the Annotated Code of Maryland and the Maryland Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

1.  Must be licesned as a LCSW-C for a minimum of 18 months
2.  One (1) year of the experience must be in Child Welfare

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

  • Three (3) years of supervisory experience.
  • One (1) year of the supervisory experience must be in Child Welfare unit in a local Department of Social Services.

LIMITATIONS ON SELECTION

Limited to candidates willing to accept employment in Salisbury, MD.  Salisbury is located in Wicomico County, on the Eastern Shore of Maryland, and is approximately 2 hours southeast of Baltimore, MD; 2.5 hours east of Washington, D.C.; 2.5 hours north of Virginia Beach, VA; and 3 hours south of Philadelphia, PA.  You can view our location in Google Maps here.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must be licensed by the Maryland Board of Social Work Examiners.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
