LOCATION OF POSITION

MDH/Office of Health Care Quality, Assisted Living Unit, Columbia, Maryland

Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that is charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS), and is the designated State survey agency in Maryland. OHCQ issues licenses, thereby authorizing the operation of a business in Maryland; recommends certification to CMS, thereby authorizing participation in the Medicare and Medicaid programs; conducts surveys, in order to determine compliance with State and federal regulations; and, provides technical assistance to providers, consumers, and other stakeholders.

This position will administer and coordinate all operations for a team of Surveyors, including providing technical supervision, training, and precepting to Surveyors. This position will review the statement of deficiencies prior to issuance, while serving as the liaison for providers and other stakeholders. This position will also be responsible for ensuring the team’s compliance with federal and State privacy laws, as well as for prioritizing and coordinating survey activities. Additionally, this position will be responsible for identifying potential enforcement remedies to his/her respective OHCQ supervisor, while preparing for Informal Dispute Resolution (IDR) conferences.

This position must understand the complexities of the health care spectrum as it intersects with assisted living facilities and adult medical day care centers. This position will also participate as a Surveyor to conduct licensure and survey activities in licensed and unlicensed health care facilities and/or programs, on behalf of MDH. Such surveyor activities will determine if a facility and/or applicant is in compliance with State, federal, and local laws and regulations, standards of care, and standards of practice. These activities directly support OHCQ’s mission to protect the health and safety of Marylanders across the health care continuum.
