Main Purpose of Job

This is a professional position serving as a supervising auditor in the State Aid Section of the Audit Office responsible for coordinates and supervising the activity of the staff auditors assigned to perform financial and compliance audits of State Aid to Education program funds provided to local school systems.

POSITION DUTIES

Designs and develops auditing programs for local school systems (LSS) audits. This would include auditing programs for state aided educational programs administered under the Bridge to Excellence Public School Act; Supervises and provide guidance and direction to staff auditors on the audit programs, audit techniques and audit tools to be used in order to perform their duties efficiently; Reviews staff auditors’ working papers that document the audit tests performed and compiles the results of the audit tests to produce draft reports; Evaluates the adequacy and effectiveness of internal controls at the LSS’s; Reviews and assesses the adequacy of audit working papers including supporting documentation to ensure objectives have been accomplished, reporting is consistent with working papers and in compliance with government auditing standards; Develops and revises, as necessary, audit tools; Review forms to determine that audits are conducted in accordance with U.S. General Accounting Office standards and that audit programs are designed to ensure compliance with MSDE policies and procedures; Evaluates staff auditors, and lead auditors’ as required by personnel regulations.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by 3 credit hours in auditing.  

Experience: Four years of experience performing financial and compliance audits of a State agency, grantee, business or other entity.  

Notes:  
1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement.  
2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a Master's degree in accounting from an accredited college or university for one year of the required experience.  
3. Applicants may substitute one year of professional accounting experience for one year of auditing experience only.  
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.
