Main Purpose of Job

The Chief Data Officer will be responsible for establishment of policy for Agency wide data management, governance, storage, access, sharing, and retrieval. Responsibilities will include, but not be limited to, articulation of data procedures, policy, security, anc compliance articles, cross-functional collaboration for management of data assets, and establishment of a data governance framework compliant with industry best practices. The CDO will also drive innovation and technological advancements in all aspects of data management. The successful candidate will have a demonstrated track record in data management, leadership, and information technology. 

POSITION DUTIES

Develops, communicates, implements, manages and is accountable for exercising executive level authority over the overall DHS data management strategy, including planning and managing strategies to ensure data security, integrity, and utilization in a manner that builds business value.  Works with data management experts, data warehousing, and data service providers to develop and oversee an enterprise-wide information management program. Provides expert advice to the Secretary and all units of the Department, and represents the Department on a State level and in collaboration with external partners regarding data management and the use of data resources. Collaborates with programs within the Department, the Governor’s Office, State agencies, external vendors, and other stakeholders to assess data management needs and to develop enterprise-wide solutions for the collection and utilization of data resources.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in data sciences, engineering,  information technology or related field.
  • Master's degree preferred. Equivalent experience will count towards qualification. 
  • 3-5 years experience in a senior-level data management and governance role.
  • Executive level management and leadership experience.
  • Strong communication  and project management skills, experience with Agile methodology preferred.
  • Valid and active data management certifications 

DESIRED OR PREFERRED QUALIFICATIONS

  • Thorough understanding of health and human services data, including handling and management of PII and PHI in compliance with HIPAA.
  • Design and implementation of organizational data strategy and framework.
  • Governance of collection, storage, management, quality, and protection of data.
  • Implementation of data privacy policies and compliance with data protection regulations
  • Thorough knowledge of relevant applications, big data solutions, and tools.
  • Ability to lead, drive, and motivate large functional teams.
