Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of Program Manager Senior II. This recruitment will be used to fill current and future vacancies. All candidates must meet the minimum qualifications during the time apply. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The purpose of this position is to assist in executing the mission of the Maryland Department of Labor and achieving the agency's goals. This position will advise the Assistant Secretary and Deputy Assistant Secretary for the Division of Unemployment Insurance (DUI) regarding state and federal legislation and regulations; lead DUI in developing and implementing reemployment, tax, benefits, and internal policies; spearhead federal report and grant writing; develop division metrics and operational process analyses, and devise communications and conduct training for stakeholders. This position will support DUI in its functions of promoting, planning and developing strategies, as required by statute, regulation, executive order and/or departmental priority that will facilitate efficient and effective delivery of departmental services to the citizens of Maryland.

POSITION DUTIES

Lead and Direct the day-to-day operations of the UI Policy, Metrics, Training and Communications functions, applying UI Management Model standards to comply with USDOL performance measures and Maryland state law to attain Agency goals.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Education - JD and/or Master's Degree in Public Policy, Economics, Business, Education, Applied Mathematics, Communications, or equivalent education.

Experience: Minimum of 5 years experience in writing policy, communications, and training for private or public setting and Should have 5 years supervisory experience.

SELECTIVE QUALIFICATIONS

•Office Skills–Proficiency with office software like Microsoft Office, Adobe, Google Docs, and any relevant industry-specific programs.

•Computer and Digital Literacy–Working knowledge of programming or website maintenance such as a general understanding of web design and SEO, or training in HTML and CSS.

•Technical Writing–Communicate goals and instructions to employees, create training materials, document important processes, generate product and service descriptions and relay department and project statuses to upper management. All of this requires clear and concise professional writing skills.

•Information Technology–Working knowledge of IT basics.

•Project Management–Understand the basic processes and skills required to plan and execute a long-term project.

•Data Management and Analytics–Efficiently and accurately gather information relevant to the continued operations of a unit, analyze this data for significant trends or potential issues, and relay these findings to upper management.

•Communication–Demonstrated proficiency in specific company systems or programs, such as those used to relay instructions or updates to and from front-line managers up the chain of command.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.  

-Proficient in Microsoft Suite, SharePoint, Adobe, sequel databases.

-Ability to work independently and public speaking

-Demonstrated exceptional leadership, managerial and people skills and

-Know how to build partnerships and communicate with customers.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
