The Office of statewide Broadband has an immediate opening for a Program Manager. The position will direct and manage the infrastructure programs within the Office of Statewide Broadband. This includes planning all infrastructure programs and administering the programs throughout the state. This position will need to establish policies and procedures within the infrastructure programs and ensure that their implementation is serving the communities in an effective and efficient way. As the manager of broadband infrastructure this position will be in charge of overseeing and managing an allocation of over $300 million towards infrastructure projects.

Additionally, will supervise two additional contractual staff working within the office. The position will interact directly with local jurisdictions and stakeholders to help determine needs, develop solutions and promote the state’s efforts for broadband expansion. The incumbent will assist the Director in identifying unserved jurisdictions that do not have resources available to increase access to high speed internet and jurisdictions with limited access.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

This position assists and supports the Director in the Office’s efforts to ensure that residents in Maryland have access to broadband internet service.  This position will direct and manage the infrastructure programs within the Office of Statewide Broadband. This includes planning all infrastructure programs and administering the programs throughout the state. This position will need to establish policies and procedures within the infrastructure programs and ensure that their implementation is serving the communities in an effective and efficient way. As the manager of broadband infrastructure this position will be in charge of overseeing and managing an allocation of over $300 million towards infrastructure projects.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Eight years of project management experience.

Notes:

1. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes,or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience supervising or leading a team
  • Experience with Grants Management and/or Program Management
  • Experience conducting presentations/briefings on program’s and/or projects
  • Experience with financial tracking (i.e. budgeting, payment tracking, request for proposals)
  • Experience working with Broadband or other Service Utilities
  • Experience working with Microsoft Office

GENERAL REQUIREMENTS

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
