POSITION DUTIES

This position serves as the Director of Substance Use Treatment Services for the Office of Inmate Health and Clinical Services. The administrative components of this position include, but are not limited to: supervision of the statewide substance use staff who provide substance use counseling (both individual and group) to the inmate populations; oversight of (the) therapeutic communities that provide inpatient substance use treatment to evidence-based programs and "Best Practices" standards; oversight of the ASAM levels of care and MAT treatment; oversight of develop training program for substance use professionals; provide oversight of the methadone program at the Division of Pre-trial and Detention Services; apply for and maintain grants to provide substance use services to inmate population.

Duties:
Analyze data gathered for the purpose of continued improvement of substance use services.
Apply for and maintain grants to provide substance use services to inmate population.
Annually review and update the Substance Use Services Program Operations Manual.
Keep apprised of current research that may improve the unit in services available to inmates.
Coordinate and provide clinical oversight of the substance use programs at the various institutions throughout the State.
Develop an appropriate audit tool and schedule to ensure that each institution is in compliance with departmental standards.
Direct supervision of the Substance Use Clinical Deputy Director and the Substance use Deputy Director Contract Manager.
Coordinate with the institutional personnel to ensure that vacant substance use positions are filled with qualified professionals.
Serve as the liaison with other governmental agencies, community agencies and the courts to facilitate the resolution of treatment issues.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors.

Experience: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors.
AND
Experience: Six years of clinical supervisory experience.
AND
Experience: Three years of experience writing and managing grants.
