Main Purpose of Job

This position performs highly responsible duties to administer, coordinate, manage and monitor the MDPCP’s Epidemiology and Laboratory Capacity for Infectious Diseases (ELC) Coronavirus Aid, Relief, and Economic Security Act (CARES) grant.  The manager leads the integration of public health data collection from point of care (POC) COVID-19 tests and deployment of POC testing capabilities to primary care offices across the state in a novel, innovative program. This is a fiscally complex federal cooperative agreement with multiple budget periods; sub-grantees including lab platform vendors and the state HIEwith diverse activities and outcome measures. The person in this position has frequent interactions with various internal and external public health programs in order to develop an RFP and compile, review, and process RFP responses; review, approve, and track grant expenditures; review or complete and submit required reports; make budget projections; provide direction and information to program staff and sub-grantees; and serve as a liaison with MDPCP leadership. This person will work closely with MDPCP practices and PMO staff to ensure successful implementation. The person will also coordinate with MDH epidemiology to assure ongoing timely reporting of POC infectious disease testing from hundreds of ambulatory primary care sites across the state.

 

MINIMUM QUALIFICATIONS

Qualified candidates must possess a master's degree from an accredited college or university in Public Health or closely related field, and 6 years of combined professional experience in health or human services, including 2 years of experience administering, managing and monitoring federal grants, and 2 years of supervisory or managerial experience.

A bachelor's degree from an accredited college or university and 2 additional years of federal grants experience may substitute for the master's degree.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Expertise and experience in project and performance management, project direction, and grant development and administration.
  • Experience in managing Federal grants and public health administration.
  • Experience working with clinical practices.
  • Experience working in public health response to emergency management and infectious disease.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
