LOCATION OF POSITION

This position is located within the Office of Real Estate for the Department of General Services (DGS), located at 300 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

This position oversees all revenue, intergovernmental and parking leases managed by DGS’ Office of Real Estate. The Deputy Chief supervises the lease acquisition staff, manages the new Visual Lease platform and ensures data integrity between all leasing units and brokers. This position also manages the lease escalation review process as well as approves hold-over letters, estoppel letters and other lease management tasks.

POSITION DUTIES

Duties for this position include but are not limited to:

  •  Formulate policies, procedures, and programs for the division. Develop and implement coordinated policies and procedural guidelines.
  • Provide back-up support to the Chief and participate with agents and brokers in and/or assume lead responsibilities on complex negotiations.
  • Manage special projects and respond to emergency requests.
  • Provide technical assistance to state agencies, local governments and private sector on all aspects of lease management and procurement.
  • Make recommendations to the Chief and Assistant Secretary regarding proposed, new or revised legislation.
  • Review and approve all negotiation offers made by acquisition agents on new and renewal lease transactions. This will be primarily for revenue and parking leases.
  • Review and approve for revenue and parking lease transactions the following: AG transmittal packages, fund sources, all leases, supplemental lease agreements, lease amendments, and other legal documentation for internal and agency signatures.
  • Review and approve hold-over extension letters, estoppel certificates and SNDA letter requests from landlords. Coordinate approval of these documents with the Attorney General’s Office when required.
  • Manage and oversee the implementation and ongoing integrity of lease management data and continually assess the functionality of the new leasing platform. This includes oversight and supervision of the Lease Administrator position included as a requirement of broker contract.
  • Manage and ensure data integrity and required input by both Lease Management & Procurement staff, brokers, and Lease Construction and Compliance staff.

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree from an accredited college or university in business or a related field.
Experience: Six (6) years of experience as a Property Manager, Lease Administration Manager, Commercial Leasing Manager or comparable qualified professional with experience managing a large lease portfolio, including responsibility for reviewing leases and other legal documents, approving operating expense escalations, and managing portfolio lease administration including managing a leasing platform (i.e. Visual Lease).
Two (2) years of this experience must have involved supervisory responsibilities over subordinate staff, to include activities such as hiring, discipline, termination and performance management.

• Experience with commercial lease management software (MRI, Co-Star Manager, Visual Lease or Harbor Flex).
