Main Purpose of Job
To plan, develop, implement, and monitor case management programs and services that address the individual and rehabilitative needs of inmates. To provide administrative and programmatic oversight to departmental staff for inmate security classifications and risk assessments, individual case planning, placements for education and occupational skills training, substance abuse treatment services, medical and mental health services, transitional services, work release and other community supervision services including home detention and local detention placements, administrative remedy and inmate grievance processes, interstate and intrastate inmate movement, as well as custodial care and maintenance of inmate records.
To provide departmental coordination of all case management related activities and to ensure proper processing of any actions requiring the authority of the Deputy Secretary of Operations. To formulate policy and procedures relevant to case management processing and to conduct audits and analysis of departmental task performed. To assess departmental needs, resources, productivity, effectiveness, and staff training and development. Additionally, oversee the operation of the Department of Public Safety and Correctional Services (DPSCS) Headquarters Case Management Unit.
POSITION DUTIES
Directly supervises the Headquarters Chief of Case Management, the Transfer Coordinator and clerical support staff. Indirectly supervises the case management supervisor(s) and specialists, DPSCS Headquarters Case Management Unit and the DOC/DPP Directors of Victim Services. Provide administrative and programmatic oversight and case management specific direction to case management departments, 55 case management managers and supervisors, and throughout DPSCS.
Develop and review policies and procedures associated with all aspects of case management to include: classification of inmates, case plan development, program eligibility, transitional and pre-release programming.
Disseminate and interpret relevant information pertaining to agency policy and procedure to institutional staff via meetings, written correspondence and telephone calls.
Measure effectiveness of case management programs and processes at the institutional level and ensures operational compliance with same through case management evaluations and audits.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Seven years of experience in assessing inmates' security risk and inmates' program needs for the purpose of determining correct security classifications and developing program plans, four of which must be in direct supervision of Correctional Case Management supervisors.
