Introduction

The Maryland Department of Labor is now accepting applications from qualified applicants for the position of Program Manager II. This position functions as the Director of Trend Analysis and Reporting in the Office of the Commissioner of Financial Regulation and reports to the Assistant Commissioner of Policy and Consumer Services . This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position functions as the Director of Trend Analysis and Reporting. This person has primary responsibility for overseeing the reporting and statistical analysis activity of the Office, including identifying, managing, and leveraging data to aid in ascertaining the strengths, weaknesses and blind spots of, and opportunities available to, the Office with the goal of facilitating continued improvement in the overall operations and strategic objectives of the Office. The activities further the regulatory mandate of the Commissioner.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Coordinates the collection and analysis of quantitative and qualitative data to determine what practices, policies, procedures, regulatory outcomes, and systems can be improved upon, or if necessary created, to facilitate continued improvement in tl1e overall operations and strategic objectives of the office.
  • Regularly tracks and assesses examination and investigative trends
  • Regularly track and assesses other relevant data trends
  • Regularly canvases all Office Units and management

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree in data science, mathematics/statistics, computer science, physics, or a related subject. 

Experience: Three (3) years of experience and demonstrated ability to:

· Examine data using statistical analysis, data mining, linear regression, predictive modeling, resource organization analysis, and other quantitative processes to find opportunities to improve organizational effectiveness

· Manage and work with a team, collaborate with database administrators, programmers, and other technical leads and agency management

· Make recommendations and explain findings and insights to non-technical audiences including agency management using excellent written and verbal skills.

· Show a solid understanding of visual design elements and the utilization of web-based design tools.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Masters Degree in data science, mathematics/statistics, computer science, physics, or a related subject

Ability to use and communicate data finding

Submission of two data analysis writing samples will be required if selected for interview

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
