Introduction

The Maryland Department of the Environment (MDE) is seeking applicants to serve as the Division Chief of the Laboratory Certification Unit, within the Water Supply Program of the Water and Science Administration.  This position is a Management Service position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Program Manager II administers the Maryland Water Quality Laboratory Certification Program. The incumbent of this position provides administrative, management, technical and regulatory oversight and consultation and training in order to promote, protect and preserve the health and well-being of the citizens of Maryland from diseases related to drinking water. The laboratories that are certified under this program are responsible for public water systems compliance monitoring, new well certificate of potability analyses, and other compliance monitoring implemented by MDE Programs in the Water and Science Administration and the Land and Materials Administration such as Compliance, Underground Storage Tanks and Groundwater Investigations.

This position is required by federal regulations as a function of Maryland's primacy (enforcement) responsibilities.  This includes budget and financial oversight of laboratory fees, supplementary assessment services, investigation of compliance data required by Safe Drinking Water Act implementation, and the coordination of laboratory services in the event of a natural or emergency event.  The incumbent in this position serves as the State of Maryland's liaison to the Environmental Protection Agency Water Laboratory Alliance.  This is a Management Service position and serves at the pleasure of the Appointing Authority. 

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in engineering, biological, environmental, physical sciences or other appropriate technical education, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.

EXPERIENCE: Four years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.

NOTES: (1) Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education. (2) Registration as a Professional Engineer may be substituted for the required education. (3) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

SELECTIVE QUALIFICATIONS

It is required that the selected candidate has:

Experience with laboratory procedures for analyzing drinking water.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Strong written and oral communication skills;
  • Experience in leadership, ability to plan, organize, direct and manage multiple projects to meet strict deadlines;
  • Possess strong analytical, problem solving and critical thinking skills.

It is also preferred that the selected candidate has a Bachelor's degree in Chemistry, Biology, or Environmental Science.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.
