Main Purpose of Job

This position provides leadership and managerial oversight of program operations – establishing standards, goals and schedules for Services staff; setting priorities and evaluating the effectiveness of both staff and programs; aligning budgets with program priorities; working collaboratively with community partners; and participating in organizational excellence and development activities. Represents the Talbot County Children’s Advocacy Center, which provide for the safety of children, families and vulnerable adults. Achieving desired outcomes are the barometers by which the effectiveness of the incumbent’s performance is measured. The position is a member of the executive staff of the agency and is expected to work in a dynamic and collaborative mode with all relevant stakeholders.

POSITION DUTIES

Directs and coordinates all activities of the Social Service programs, including Child Welfare (Child Protective Services, Family Preservation, Consolidated In Home Services, Foster Care, Adoptions, Sobriety Treatment and Recovery Team, Family Finding, Kinship Navigation) and Adult Services (Adult Protective Services, Social Services to Adults, In-Home Aide Services, Adult Guardianship), the Talbot County Children’s Advocacy Center, as well as any Services-related grants and/or special projects. Leads, manages, and directs through Service program supervisors in order to assure maintenance and improvement of program operations. Develops operating and program budgets and provides fiscal management of service and grant programs. Provides clinical and administrative supervision to professional MSW Supervisors. This requires consultation, instruction, training, interpretation of policy and monitoring job performance.  Maintains program statistics for Child Welfare and Adult Services programs. 

MINIMUM QUALIFICATIONS

Education: Possession of a master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven years of professional experience in a social work capacity in a public or private agency or institution, two years of which must have been in a supervisory capacity.

SELECTIVE QUALIFICATIONS

All applicants must possess a license as a LCSW or LCSW-C in the State of Maryland.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

  • Strong written and verbal communication skills
  • Experience in integrating policy into local practice
  • Clinical experience in adult, child and family welfare.
  • Experience in budget management.
  • Experience in developing and maintaining relationships with stakeholder groups.
  • Effective time management, priority setting, multi-tasking , problem-solving and critical thinking skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
