Introduction

The Department of Information Technology was created by 2008 legislation in an effort to consolidate State agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch. 

Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management.

Main Purpose of Job

The Information Technology (IT) Technical Writer is a hybrid position which specializes in researching, developing, writing, editing, and generating technical specifications for complex information technology related solicitations. This position is an advanced level of work writing IT specifications and advanced planning documents. The IT Technical Writer is proficient in the field of science and technology and responsible for writing IT specifications in a clear and concise manner to ensure that technical specifications and requirements are properly included in departmental solicitation documents.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Serves as a technical writing expert in the development of assigned solicitations (e.g., RFP, RFR, IFB, RFI, WO, TO, PORFP, TORFP, SA, SOW, policy documents, etc.) from ideation to completion.

Performs agency solicitation (RFP, RFR, IFB, RFI, WO, TO, PORFP, TORFP, SA, SOW, policy documents, etc.) reviews. 

Serves as solicitation reviewer for various solicitations (RFP, RFR, IFB, RFI, WO, TO, PORFP, TORFP, SA, SOW, policy documents, etc.).

Leads collaboration efforts with departmental program representatives in development, writing and editing of solicitation documents, IT specifications, scope of work activities, etc. 

Independently plans, develops, and conducts complex activities consistent with policy and procedures of the department, regulations and procurement law and tracks the development of technical material from the initial draft to final approval and publication. 

Organizes and creates technical documents from notes, meeting minutes and whiteboarding sessions. Performs IT requirements documentation on behalf of an agency as required and directed by a manager. 

Reviews and assesses IT project artifacts for quality of work, adequacy, and compliance with System Development Life Cycle (SDLC) standards. Supports policy and procedure development for the organization. 

Supports process improvements across the organization, including reporting and templates.

MINIMUM QUALIFICATIONS

Education:  Bachelor’s Degree in engineering, computer science, business, business administration, management, communications, english, journalism or related degree from an accredited college or university.

Experience:  Five years experience in a position as a Technical Writer, working with a variety of technical writing engagements that are directly related to Information Technology.

DESIRED OR PREFERRED QUALIFICATIONS

Working knowledge of information technology services and systems.

Experience with government solicitations. 

Skills in researching, writing, reviewing, and editing technical documents and other materials.
