Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of Administrative Program Manager II. This recruitment will be used to fill current and future vacancies. All candidates must meet the minimum qualifications during the time apply. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The main purposes of this position are to direct, plan, organize, and manage the UI Metrics and Data Analytics unit for the Division of Unemployment Insurance(DUI) in accordance with the Employment and Training Administration Advisory System, U.S. Department of Labor (USDOL); to implement policies, procedures, and establish internal controls that effectively protect the integrity and security of UI program staff, program operations and systems, UI funds, UI data and other state assets; to reduce the possibility of internal and external fraud by minimizing program vulnerabilities and faulty procedures; analyze new software products.

POSITION DUTIES

-Conduct full lifecycle analysis or UI Program processes to include requirements, activities, and design. 

-Develop analysis and reporting capabilities. 

-Monitor performance and quality control plans to identify improvements.

-Develop analytic methodologies with existing data sources and provide statistical and performance reports to UI leadership; take the lead on all projects related to improving UI performance; and to help prevent identity theft.

-Conduct the numerous intrastate and interstate cross-matches and audits to detect fraud and improper payments. Ensure that cross-matches are conducted timely and in compliance with State and Federal Regulations.

-Interpret data, analyze results using statistical techniques and provide ongoing reports.  Provide statistical and performance reports to UI and agency leadership.

-Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.

-Analyze and manage workload data and metrics for UI units.

-Identify, analyze, and interpret trends or patterns in complex data sets Mine the database for fraudulent activities.

-Prepare, collect, analyst, review, develop and validate data of ETA federal performance reports.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Education: A Bachelor's degree from an accredited college or university. Degree with a background in statistics, applied mathematics, or econometrics information science geared towards statistics.

Experience: six years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. Two to three years in data analysis.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

-Experience with data mining products like SAS, POWERBI, SQL server, etc.

-Designs, prepare graphs, tables and figures to illustrate analytic findings

-Strong data management and analysis experience

-Ability to apply basic project management concepts and methodologies in planning,

-Must be pay great attention to detail.

-Ability to work independently on assigned tasks with minimum guidance.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.    

Masters in in Data Science, Statistics, Applied Mathematics

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
