Main Purpose of Job

The Maryland Department of Health COVID-19 Testing Task Force seeks a project manager to support multiple COVID-19 testing-related projects and initiatives. 

Job Duties include:

  • Coordinate internal resources and third parties/vendors to plan and execute projects;
  • Ensure that assigned projects are delivered on-time, within scope and within budget;
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility;
  • Ensure resource availability and allocation;
  • Develop a detailed project plan to monitor and track progress;
  • Manage changes to the project scope, project schedule and project costs using appropriate verification techniques;
  • Measure project performance using appropriate tools and techniques;
  • Report and escalate to management, as needed;
  • Manage the relationship with the team and all stakeholders;
  • Perform risk management to minimize project risks;
  • Create and maintain appropriate project documentation;
  • Develop spreadsheets, diagrams and process maps to document needs; and,
  • Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and 2-3 years of project management experience.

Candidates must also possess the following:

  • Excellent communication skills (written and verbal);
  • Strong working knowledge of Google Suite and Microsoft Office; and,
  • Ability to work in a flexible, constantly changing environment.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess the following:

  • Project Management Institute (PMP) certification is a plus;
  • Strong team player;
  • Ability to work in a flexible, constantly changing environment; and,
  • Solid organizational skills including attention to detail and multitasking skills.

SELECTION PROCESS

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
