Main Purpose of Job

This is a professional position responsible for providing leadership, expertise, and guidance to local school systems and institutions of higher education in the development and implementation of high-quality career programs, computer science and STEM education.

POSITION DUTIES

This position provides statewide leadership, management, supervision and overall coordination of career programs, STEM, and computer science education; involves planning, supervising, directing, and monitoring the work of staff in providing leadership and technical assistance to 24 local school systems, postsecondary institutions, and other constituencies in implementing high-quality, standards-based professional learning experiences, curriculum, and resources that foster the growth of leaders, teachers, and students; leads the implementation of computer science standards and CTE career clusters focused on manufacturing, technology, engineering, biomedical sciences, and computer science. 

MINIMUM QUALIFICATIONS

EDUCATION:  Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work.  

EXPERIENCE: Five (5) years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to the position option.  

NOTES:

Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.

Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.

The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience with Career Technology - College Readiness Programs.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of Maryland Computer Science Standards, Code of Maryland Regulations (COMAR)  13A.12.01, 13A.04.02, 13A.03.02, Policies and Procedures for the Development and Continuous Improvement of CTE, Strengthening CTE for the 21st Century Act, and other laws and regulations pertaining to CTE; knowledge of effective professional learning practices; knowledge of research, trends, and effective practices in CTE, computer science, and STEM education; skill in identifying school-level and system-level needs and delivering appropriate programmatic solutions, technical assistance, training, and guidance; skill in organizing and managing multiple projects, timelines, and deadlines; ability to establish and maintain effective working relationships and communicate effectively with a variety of stakeholders; ability to exercise initiative and sound judgment in making decisions.
