Salary Range: $70,280 - $91,605 (with progression to $112,848)

Main Purpose of Job

The Education Program Specialist II provides lead support to schools and systems in improvement. The specialist will have leadership responsibilities for providing technical assistance to schools and systems in the area of comparability, fiduciary requirements and grant amendments for Title I, Part A and Migrant Education, Title I, Part C. This specialist will have full responsibility for administering, coordinating, managing, and improving Migrant Education, Title I Part C educational programs for children of migrant farm workers and fishers.

POSITION DUTIES

Provide lead support and technical assistance to Title I schools and school districts adhering to the requirements of the Every Child Succeeds Act (ESSA). Conduct on-site Title I monitoring and program reviews in assigned local school systems and as a team member in other local education agencies. Provide leadership, coordination, consultation, technical assistance and management of the Migrant Education Program under Title I, Part C to ensure that goals and objectives of the programs are being planned, implemented and monitored. Review and validate accuracy of data for reports annually (required and requested such as: Annual Federal Performance Report, State Migrant Education student information reports, data validation reports, Federal required Migrant Child Count Report, and Federal Consortium Reports) using federal and MSDE required data bases. Provide support to the Program Improvement and Family Support programs in the Title I office. Assist in planning the Title Administrative Meetings, conferences, institutes, regional trainings, and other office or division meetings and staff development trainings. Other duties as assigned.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate coursework.

EXPERIENCE: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to Title I Schools. 

Notes:

1.Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree. 

2. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience. 

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education

SELECTIVE QUALIFICATIONS

One year of experience with Title I Part A, Migrant Education or other related federal, state, or local-level education program administration.

Preferred: Experience in or affiliated with Title I school improvement education programs is preferred.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of State and Federal laws, regulations, policies, and issues governing education programs specifically Title I, Part C; knowledge of effective school improvement strategies; skill in planning and delivering technical assistance, skill in providing staff development and guidance to local school systems and external stakeholders; skill in implementing, monitoring, and evaluating programs; skill in organizing and managing multiple tasks and timelines; ability to work as a team member and establish and maintain effective working relationships; exceptional ability to communicate effectively, both orally and in writing.

LIMITATIONS ON SELECTION
