Main Purpose of Job

This position serves as liaison between the Office of Information Technology (OIT), Instructional Technology and the Local School Systems’ eLearning community in carrying out MSDE’s program objectives as they relate to cyber security and data governance in education systems.

POSITION DUTIES

Provides direct, specialized technical assistance, outreach and support across the Department, focusing on compliance monitoring, process improvement, curriculum development, training, and education application development; leads and coordinates technical assistance across the Department to address division-specific information technology (IT) issues; develops outreach plans to provide support and develop systems to achieve education program goals; evaluates and improves division-specific education program effectiveness, needs and objectives as they relate to IT; collaborates with IT Advisory Council members to develop education-specific technology training to support new hire onboarding, employees, and employee off-boarding protocols as they relate to IT; compiles existing web-based training modules in Learning Management Systems (LMS), for use in new hire orientation and ongoing training, develops web-based training, and provides hands on training as needed; reviews the Department’s Technical Request for Proposals (TORFPs) for IT best practices and serves as the POC across the Department on requests for IT procurement, vetting requests prior to submission to the Department of Information Technology (DoIT) Intake process.

MINIMUM QUALIFICATIONS

EDUCATION:  Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in education, professional learning, curriculum, assessment, or a related field.  Course work in an Information Technology area preferred.

EXPERIENCE:  Five (5) or more years of professional, administrative, or teaching experience in or affiliated with an education program or a related field; this experience to include two (2) or more years of experience providing and organizing education-based information technology/eLearning support for district or school-wide learning.

NOTES:
  1. Two years of additional experience as defined above may be substituted for the Master’s Degree. 
  2. Possession of a Doctorate in a field related to the position may be substituted for one year of the experience requirements.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Office of Human Resource Management of the Department of Education.

SELECTIVE QUALIFICATIONS

One year of professional experience coordinating or administering education-based e-learning Information Technology Systems.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of current practices regarding education technology, application  requirements and content; knowledge of eLearning concepts including Web Content Accessibility; skill with evaluating user needs and identifying technology solutions; skill using software and hardware resources; skill in developing and presenting professional development programs; ability establish and maintain  effective working relationships and collaborate with local school systems and education staff for identifying, procuring and coordinating IT education resources; ability to organize, prioritize and manage multiple tasks; ability to work as a team member; ability to communicate effectively, both orally and in writing.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
