Main Purpose of Job

This position provides leadership and technical assistance to school systems and community colleges in the effective implementation of early college high school and dual enrollment programs to increase student opportunities to earn college credit while in high school.  This position also assists in the development and implementation of high-quality career and technical education (CTE) programs of study.

POSITION DUTIES

The Career Programs and Early College High School Specialist is responsible for:  1) providing leadership, management, supervision, and overall coordination for early college programs (e.g. Pathways in Technology Early College High (P-TECH) School) and dual enrollment programs; 2) developing articulation and transcripted credit agreements with postsecondary institutions; and 3) leading career cluster teams to coordinate the development and implementation of high-quality CTE programs.

MINIMUM QUALIFICATIONS

EDUCATION:  Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work.

EXPERIENCE: Four years of administrative or teaching experience in, or affiliated with, an education program.    

NOTES: 
  1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.
  2. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience with Career and Technical Education – early college programs, or state or local-level education program administration.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of early college programs and dual enrollment (including proposal development, implementation, program evaluation, and program annual reporting); knowledge of forecasting program sustainability costs and grants management; skill in developing budgets and annual plans of work; skill in developing, facilitating, and maintaining partnerships with industry partners and community colleges; ability to review data from current programs to provide informed decisions and recommendations for program improvement; ability to provide onsite technical assistance to local school system; and ability to exercise initiative and sound judgement in making decisions.
