Main Purpose of Job

The main purpose of this position is to provide fiscal support to the Title I office in the fiscal oversight of federal and state grants administered in the office. The Fiscal Specialist is responsible for planning, coordinating, reporting, and directing the fiscal operations related to all Title I grants. This is a professional position providing leadership and support in the implementation of effective practices and federal and state laws, regulations, and policies that govern Title I and is responsible for supporting (1) grants management (2) program implementation (3) the implementation of Title I priorities aimed at accelerating student achievement. The Specialist will support functions including but not limited to budgets and fiscal controls. Financial Management Information System (FMIS) access, and tracking expenditures, training and advising clerical/professional support staff with creating and maintaining budgets.

POSITION DUTIES

The Program Fiscal Specialist is responsible for providing leadership and technical assistance to local school systems and other stakeholders to ensure compliance with federal and state laws and regulations associated with Title I Part A, C D and other federal and state grants administered by the Title I office; includes managing federal Title I grants; supporting the development of Title I programs; monitoring the implementation of Title I programs; providing technical assistance to grant recipients; facilitating statewide meetings for local school systems, collaborating with representatives from stakeholder groups to inform the continuous improvement of Title I . The position will monitor and keep track of fiscal components of assigned Title I and ESEA programs and provide support to identified school systems on the fiscal requirements of The Elementary and Secondary Education Act. In addition, the specialist will have responsibilities in the implementation of Maryland’s Title I grant program with identified schools and school systems. Support will be given to the Director and Education Program Supervisors in the design and development of processes and materials to support the activities of the office. The Specialist will have responsibilities for providing technical assistance to Title I schools and systems to implement strategies, programs and fiscal practices that support improved student performance.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of coursework in Education, Education Administration/Supervision, Educational Research, Education Policy .
   
EXPERIENCE:  Experience in or affiliated with an education program, including two years of experience coordinating or administering an education program directly related to the position;  One year of experience with preparing and monitoring operational budgets, fiscal management, and/or performing financial / compliance audits of a state agency, grantee, business or other entity. 

NOTES: 

  1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree. 
  2. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience with Title I or other federal or state grants management, or state or local-level education program administration.


DESIRED OR PREFERRED QUALIFICATIONS


-  Fiscal experience in or affiliated with education programs 

- Knowledge of State and Federal laws, regulations, policies, and issues governing education programs specifically Title I, Part A, the Elementary and Secondary Education Act and the amended Every Student Achieves Act of 2015

- Experience in or affiliated with an education program, including two years of experience coordinating or administering an education program directly related to the position

- Experience in planning and delivering technical assistance,providing staff development and guidance to local school systems and external stakeholders
 
- Experience in implementing, monitoring, and evaluating programs

- Experience in organizing and managing multiple tasks and timelines; ability to work as a team member and establish and maintain effective working relationships; exceptional ability to communicate effectively, both orally and in writing.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
