Main Purpose of Job

An Education Program Specialist I is specialized work wherein employees serve as a technical specialist providing specialized outreach, intervention, compliance monitoring, and/or curriculum development, consultation, advice and technical assistance in a birth through adult basic education initiative related to Maryland’s comprehensive statewide assessment programs. These employees provide technical guidance as a member of internal and external work teams. Effectively implement the Judith P. Hoyer Early Childhood Education Enhancement Grants (Judy Centers) to align with the Blueprint for Maryland’s Future, as well as to oversee the expansion of Judy Center sites from FY23-30. Review competitive and continuation grants submitted by Local School Systems (LSS) for state requirements and quality to approve and issue funding.  Oversee MSDE Judy Center budget to ensure funding is expended in a timely manner and in accordance to grant requirements and finance regulations. Provide technical assistance and program support to statewide Judy Centers.  Serve as the MSDE liaison to collaborate and coordinate programming with LSSs, divisions within MSDE, and public and private organizations.

POSITION DUTIES

Job Duty 1: Establish and manage deadlines related to Judy Centers. Approve and monitor budgets, amendments, reporting and expenditures for Judy Center grants. Offer strategic guidance and conduct regular professional development for Judy Center staff based on their needs and challenges as they occur. Define and track the key performance indicators for established component standards through routine monitoring. Complete all documentation and reporting requirements pertaining to Judy Centers. Coordinate site monitoring visits by Judy Center Specialists to statewide Judy Centers. Collect and analyze Judy Center data. Lead the team of Judy Center Specialists to focus on outcomes and support for Judy Centers. Coordinate the development of marketing materials to promote Judy Centers. Coordinate and facilitate Judy Center quarterly meetings and conferences. Provide comprehensive and complete updates, including quarterly summary reports for the Judy Center Program on regular basis as established by the immediate supervisor.
Job Duty 2: Establish Judy Center advisory boards/groups when necessary to complete goals and revise and/or establish policies. Consult and collaborate with MSDE program staff to develop best practices and procedures. Attend and contribute to State Early Childhood Advisory Council meetings, Family Engagement Coalition meetings, as well as other state and local agency meetings.  Serve as liaison to other MSDE divisions, state agencies, and other agencies and private organizations as necessary. Prepare and distribute information and reports in a timely, accurate manner.  
Job Duty 3: Identify child care providers, agencies and organizations to partner with and strengthen relationships with local Judy Centers, make connections to further collaboration among the Judy Centers, agencies and the communities they serve.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.

Experience: Four years of administrative or teaching experience in, or affiliated with, an education program.

Notes:

1. Candidates may substitute two additional years of experience directly related to the position option for the required education.

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland.  The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SPECIAL REQUIREMENTS

Applicants are subject to a criminal background investigation in accordance with the federal Family Law Article, Section 5.  Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, Testing for Illegal Use of Drugs. Person appointed to position in this classification will be assigned duties which require the operation of a motor vehicle including a car, five-passenger van, and a 12-passenger van. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland, and their driving records will be subject to investigation.
