Salary Range: $61,725 to $80,437  (with progression to $99,103)

Main Purpose of Job

This professional position provides vision, leadership, management, oversight, and supervision for the statewide administration of the Technology and Data Solutions Section of the Office of School and Community Nutrition Programs (OSCNP).

POSITION DUTIES

Coordinates, designs, and maintains strategic plans, projects, and deliverables of the Technology and Data Solutions Section; assists Director in defining technology and data goals, objectives, and long term planning to address the technology and data needs of the Office; assists in the preparation and monitoring of the OSCNP budget; monitors and evaluates operations for compliance and quality assurance with applicable policies, regulations, and budget constraints; evaluates established procedures for operation efficiency; identifies processes to be redesigned; directs the evaluation and measure of existing processes to provide a baseline for future improvements; develops a change management strategy; identifies information technology capabilities that should influence process design; directs and/or coordinates development of prototype new processes; trains, coaches and develops assigned staff in support of Office goals and objectives; creates a communication plan; manages resistance to change; engages managers, supervisors and their direct reports in the change process; provides technical support to the staff, and identifies inhibitors to accountability through evaluation.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a master's degree or at least 36 hours or equivalent post-baccalaureate course work.

EXPERIENCE: Five years of experience administering education or library programs.

Notes: 

1. Two additional years of experience may be substituted for the master's degree or 36 hours of equivalent post-baccalaureate course work.

2. The above requirements are set by the Maryland State Department of Education in accordance with Education Article Section 2-104.

SELECTIVE QUALIFICATIONS

One year of experience  with technology and data specific to Child Nutrition Programs and the Maryland Accountability and Reporting System.

DESIRED OR PREFERRED QUALIFICATIONS

Strong knowledge of federal laws and regulations governing Child Nutrition Programs, including program accountability; skill in assessing problems and developing solutions; ability to interpret laws, regulations, policies and procedures; ability to identify program technology needs; ability to handle multiple tasks; ability to maintain effective working relationships in a team environment; knowledge of State and federal budget procedures.
