POSITION DUTIES

The main purpose of this position is to perform entry-level duties in the Human Resources Background Investigations Unit. The incumbent trains to schedule appointments, administer, and conduct electronic data tracking of several pre-employment related processes, including psychological testing, using Smartsheet and Microsoft products, while ensuring compliance with hiring guidelines. This position requires a working knowledge of Federal HIPAA laws, State Personnel and Pensions, EEOC, DPSCS, and COMAR policies, procedures, and regulations. The incumbent serves as a liaison to applicants, employees, DPSCS hiring managers, contract vendors, and external stakeholders.

  • Learns to coordinate and track pre-employment appointments/processes. 
  • Learns to schedule applicant for interview, background fingerprints, psychological test, physical examination, and drug test.
  • Trains to contact applicant using various communications modes - phone, email, JobAps, and official letters.
  • Trains to verify applicant information via JobAPs and departmental electronic HR databases.
  • Learns to complete appointment data entry details using departmental database and tracking systems.
  • Learns to maintain pre-employment Background Unit databases, including JobAps and Smartsheet.
  • Trains to organize, scan and save background documents in accordance with HR guidelines and records retention.
  • Learns to prepare background summary reports as necessary or requested.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.  
Experience: None.  

Notes:  
1. Candidates may substitute professional HR management work experience in the areas of recruitment, classification, salary administration, employee relations, test development and validation or as a generalist on a year-for-year basis for up to four years of the required education.  
2. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required education.  Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.  
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1. Six months experience utilizing the tracking system Smart Sheets. 
2. One year experience using Workday. 
3. Experience inputting personal information in HR databases.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter. 2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
