Introduction

The Office of Personnel Services and Benefits (OPSB), Personnel Services Division (PSD) of the Department of Budget and Management (DBM) seeks an experienced HR Analyst III to provide HR Guidance and perform Payroll Processing through Integration and audit of payroll process.

POSITION DUTIES

Provides consultation and technical assistance to department managers, employees and personnel regarding all payroll and HR policy issues utilizing and interpreting COMAR, SPP, FLSA, FMLA and other related laws, policies and procedures in order to recruit for, hire, onboard, provide benefit assistance, retirement assistance and facilitate the needs of the Agency for re-class, promotions, restructure, disciplinary needs etc. up through and including the separation of the employee.

Completes payroll adjustments in Workday, as they relate to reclasses, overtime, acting capacity, etc.

Resolves Payroll issues through the MOJO ticket process and phone calls.

Acts as subject matter expert in all areas of payroll and timekeeping providing customer service and guidance to all SPMS Agencies.

Audit all payroll and HR transaction reports to assure an accurate payroll process. 

Process all payroll transactions for SPMS Regular and Contract employees through the integration process with SPS and CPB using troubleshooting techniques based upon HR transaction knowledge and  payroll and timekeeping functions. This may involve complex calculation in excel, contacting agencies, contacting SPS team and navigating through the system using workers history and personal data information. The PCU team views the CR INT 098 Integration file to verify what is being transmitted to CPB on the employees and agencies behalf.

Generate and process settlement org to establish employees on payroll for payouts and settlements verification of monies and appropriateness of documentation for the return of the employee to an active payroll status.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university.

Experience:  Two years of professional HR experience in the areas of either job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, employee benefits, HR management or HR system support services.  

Notes:     

1. Additional professional HR experience may be substituted on a year for year basis for up to four years of the required education.               

2. Thirty graduate semester credits from an accredited a college or university in the field of HR/personnel administration, business administration, public administration, statistics, tests and measurements, industrial organization, psychology or other related field may be substituted on a year-for-year basis for up to two years of the required experience.

3. For employee or labor relations positions, a Juris Doctor degree from an accredited school of law may be substituted for the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Human Resources specialty codes in the Personnel field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Two (2) years of State human resources experience

Two (2) years of State payroll experience

Experience with and knowledge of COMAR, SPP, FSLA and other personnel and federal related laws

One (1) year of experience of payroll auditing

Three (3) years of advanced experience with MS Excel

Strong communication and organizational skills

This recruitment is limited to current State of Maryland employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.   

2.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
