POSITION DUTIES
To provide administrative and clinical supervision, and leadership to addiction counselors who are responsible for providing substance abuse treatment services, including those who are dually diagnosed.
Supervise and evaluate the work of addiction counselors, to include client record reviews and monitor the administration of treatment services. Insure compliance with COMAR standards for substance abuse treatment. Provide corrective recommendations for improving skills in the administration of substance abuse counseling services.
Assign tasks to addiction counselors related to data collection, reports, and the administration of substance abuse services.
Conduct meetings to review and revise procedures for substance abuse assessments and counseling interventions.
Establish and regularly monitor quality assurance to ensure proper treatment services and compliance with COMAR standards for substance abuse treatment.
Assist the Director of Substance Abuse Treatment Services in the implementation of regional substance abuse services that comply with the department’s strategy for providing services.
Review clinical files to ensure completed documentation within the required timeframe.
Conduct performance reviews for addiction counselors twice yearly in accordance with State personnel policies and procedures.
Maintain contact with internal and external resources such as community based addiction providers in support of providing aftercare services.
Approved by the Board of Professional Counselors and Therapist to supervise
Participation in continued professional development through educational training.
MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors or Certified Professional Counselors-Alcohol and Drug on or before September 30, 2008.
Experience: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors or Certified Professional Counselors-Alcohol and Drug on or before September 30, 2008.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.07, candidates placed in this classification must be licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Alcohol and Drug Counselor or as a Certified Professional Counselor-Alcohol and Drug on or before September 30, 2008.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS
1. Candidates must possess graded courses in management and supervision as defined by the Alcohol and Drug Abuse Administration (ADAA), Maryland State Department of Health. This training must be approved by ADAA. Inquiries concerning this training must be addressed to the Office of Education and Training for Addiction Services, 55 Wade Avenue, Catonsville, Maryland 21228.
2. Employees are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
