Main Purpose of Job

The Carroll County Health Department, with a Fiscal Year 2022 operating budget in excess of $16 million and a staff of 175 persons, provides a variety of community based health services and environmental programs to the citizens of Carroll County (population 172,891). The Health Officer determines the public health needs and problems of Carroll County, designing programs to meet those needs; and enforces health laws in the State of Maryland and Carroll County recommending changes when appropriate. The Health Officer directs the Carroll County Health Department, setting and monitoring agency health policies and programs while applying sound fiscal budgetary practices.

MINIMUM QUALIFICATIONS

Qualified candidates  must possess a degree in medicine from an accredited college or university, a license to practice medicine in the State of Maryland, a master’s degree in public health from an accredited college or university and have two years of experience as a licensed physician working in the field of public health.

Applicants may substitute five years of experience as a licensed physician working in the field of public health for the requirement of a master’s degree in public health and two years as a licensed physician working in the field of public health.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants for this classification must be licensed and currently registered with the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the current registration must be attached to the application.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
