Main Purpose of Job
The Regulatory Compliance
Engineer (RCE) Supervisor serves as the Division Chief and oversees the
activities of the Chemical and Mineral
Division with the Air and Radiation
Administration. The incumbent in this position assists the Program Manager with technical issues,
permits and regulations, and special projects in the Air Quality Permits Program.
The RCE Supervisor is a supervisory level position that performs advanced level engineering analysis and evaluates a variety of industrial
sources of air pollution. The position provides technical guidance to other State
and local agencies, applicants, and other stakeholders for air pollution prevention
and control; as well as assisting in air pollution regulation development. The
incumbent in this position will plan, coordinate, and evaluate the work of
Regulatory and Compliance Engineers within the program.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area for the required education.
2. Candidates may substitute the possession of a Master's degree in engineering or architecture from an accredited college or university for up to one year of the required experience.
3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and one year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Four years of experience with air quality regulations, permitting, and
air pollution control;
- Experience leading and training staff and assigning, reviewing, and approving work;
- Experience regulating aggregate and asphalt facilities, chemical plants,
cement manufacturing plants, bulk gasoline terminals, and surface coating
facilities.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
