Introduction

The Air
and Radiation Administration is recruiting for a Regulatory and
Compliance Engineer/Architect I in the AQCP - Industrial Compliance
Division. This is a position specific recruitment for the Maryland
Department of the Environment. This recruitment will be used to fill
current and future vacancies for this position/function only. The resulting
cert list will be maintained for one year. Persons interested in future
vacancies within this classification must re-apply.

LOCATION OF POSITION
Main Purpose of Job
The Regulatory and Compliance Engineer I is an
entry level position. The main purpose of this position is to ensure that
stationary sources of air pollution in Maryland operate in compliance with all
applicable air quality regulations.
The incumbent in this position will learn to
conduct full compliance evaluations including thorough reviews of quarterly and
semi-annual reports and periodic stack test reports for assigned facilities to
ensure compliance with Maryland's air quality regulations.
The incumbent will also be responsible for conducting a
thorough review of annual compliance and emission certification reports for
assigned facilities and accurately transmit the emissions data to the ARA
Emission Inventory System.
Working conditions of this position are as
follows:

Work involves exposure to
uncomfortable or unpleasant surroundings. Inspection of industrial sites
sometimes includes exposure to inclement weather, strong odors, and high
levels of heat and/or noise from process equipment, and generally dirty
conditions.

Work involves special physical
demands such as lifting 50 pounds or more, climbing ladders, etc.
Sometimes an inspection requires accessing the roof of a building and this may
require climbing a ladder.
· Work requires use of protective equipment such as goggles, gloves, mask, etc.
The incumbent in
this position will be required to drive a State vehicle. If you
maintain an out-of-state driving license, you must provide a certified copy of
your driving record for the appropriate Motor Vehicle Administration at the
time of appointment. Individuals must maintain a driver's license
with no more than 5 points on their driving record in order to drive
State vehicle.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: None.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.
2. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

It is preferred that
the selected candidate has the following:
- Have an Engineering degree from an accredited college or university.
