Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with over 50 different rule sets.  The System has over 397,000 participants (customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive a monthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date.

The Agency is seeking an experienced Accountant to add to its Finance Division.

Main Purpose of Job

Primary duties include efficient and accurate ledger accounting, maintenance and closing in accordance with generally accepted accounting principles (GAAP); preparation of financial statements, schedules, graphs, charts, presentations, and communications both for internal and external distribution; research and resolution of complex problems and sensitive issues and the ability to exercise creativity in devising solutions to problems. Prior auditing experience is a plus. Must also maintain organized and concise files of important documents, reports, and records and assist in responding to audit inquiries and requests.   

To be successful in this role candidate must be able to work independently as well as with a team to meet strict deadlines, take ownership of this role, be passionate about teamwork and creating a pleasant office culture and enjoy contributing to a fun, professional working environment. This position also requires strong written and verbal communication and interpersonal skills and must have proficient PC and typing skills and be proficient working with of Microsoft Excel-Word and Outlook.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1.   Three or more years of accounting and auditing experience working with multiple financial systems preparing, processing and/or reconciling general ledger accounts; generating financial reports and/or preparing financial statements and related note disclosures; reviewing and implementing technical accounting and disclosure standards.

2.   At least two years of experience and proficiency working with statewide financial systems (i.e., FMIS,R*STARS/ADPICS, Maryland Workday Timekeeping/Payroll, etc.) as well as an integrated financial accounting systems (e.g. Traverse).

3.   Verifiable experience substantiating financial decisions through analysis of records, reports, and other financial documents.

4.   Verifiable experience preparing written summaries, memorandums, letters that explain the meaning of the financial information developed and/or analyzed by the accountant.

This recruitment is limited to current MSRA contractual employees. 

SELECTION PROCESS

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.  Please report all experience and education that is related to this position.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
