Main Purpose of Job

The main purpose of this position is to perform fiscal services for the Calvert County Health Department in accordance with applicable laws, rules, regulations, policies and procedures. 

Job duties include:

  • Preparing the operating budget by reviewing program requests for format, fund limitations and compliance with departmental and control agency instructions and by calculating and verifying actual expenditures and budget figures.  Preparing and analyzing periodic and special reports to meet departmental funding source requirements and to keep management advised of the fiscal status of the agency. Assembling the non-grant program budgets for the annual funding request to the county commissioners.
  • Reviewing and approving documents requiring disbursements of funds to ensure accuracy of amounts and proper program and account classification. Invoices various vendors for services provided.
  • Monitoring expenditures, preparing periodic and special budget projections and recommends adjustments in budget appropriations to meet operational necessities.
  • Analyzing monthly FMIS reports received from MDH and makes any needed journal entries. Reconciling monthly County and MDH financial reports against program budgets. Preparing adjustments as needed and maintains documentation for audit trail. Reviewing and authorizing financial transaction records for submission to General Accounting and Calvert County Government.
  • Conducting the annual fiscal year end closeout by ensuring items properly accrued and adjusted in accordance with generally accepted accounting principles. Preparing the annual report MDH 440 for fiscal year end reconciliation and submits to the State Division of Program Cost and Analysis. Reviewing cost settlement figures computed by Program Cost and Analysis to determine accuracy.
  • Preparing financial reports and statements by ensuring accounting records provide a reliable basis and informing management of the agency’s financial position.
  • Overseeing the collections and accounts receivable system. This includes reviewing and analyzing cash receipts for correct account classification and insuring collections are carried out in accordance with established internal control procedures.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess experience with accounting software and expertise and experience with spreadsheets (i.e. Microsoft Excel).
