Main Purpose of Job
This is a professional position responsible for planning,
directing, and controlling activities of the Accounting Branch, which consists
of 29 accounting staff members, to ensure that financial
transactions are verified, recorded and reported to management in accordance
with Generally Accepted Accounting Principles and in compliance with State and
federal regulations and practices.
POSITION DUTIES
Plans, directs and controls the activities of
the Accounting Branch to ensure that financial transactions are verified,
recorded and reported to management in accordance with Generally Accepted
Accounting Principles and in compliance with State and federal regulations and
practices; ensures proper
management of financial transactions, including
drawdown and payment of more than $8 billion in federal and State grants, and control
of encumbrances; oversees asset management at the MSDE headquarters building
and other sites Statewide; develops and monitors fiscal policies and controls;
responds to multiple State and federal audits; analyzes complex general
financial reporting, vendor payment and grant reporting information systems; oversees
and evaluates work of the accounting staff to ensure effective and efficient
processing of transactions and reporting to management; coordinates fiscal
year-end closeout in accordance with Generally Accepted Accounting Principles
and State guidelines; serves as a key advisor to Division of Business Services
managers; and provides analysis for special projects.
MINIMUM QUALIFICATIONS
EDUCATION: Bachelor’s Degree or 36
post-baccalaureate credit hours of coursework from an accredited college or university in Accounting. CPA desired.
EXPERIENCE: Five years of professional experience with managing,
designing, and developing financial control systems for multiple programs. Two (2) years of the required experience must
include direct supervision of other professional employees.
NOTES:
Two (2) additional years of experience as defined
above may be substituted for the required education.
SELECTIVE QUALIFICATIONS
One year of experience in professional Accounting.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of accounting, program budgeting, and
allocation of financial resources; knowledge of governmental and/or fund
accounting and State procurement policies and regulations; skill in the
interpretation of State and Federal Statute and regulations; skill in using
spreadsheet software; skill in scheduling and managing multiple tasks; skill in
identifying problems and deriving solutions; ability to analyze data and make
sound decisions; ability to supervise staff, manage projects, monitor
performance, and establish, manage, and use accountability systems; ability to
effectively lead and work as a team member; ability to communicate effectively
both orally and in writing.
LIMITATIONS ON SELECTION
Proof of eligibility to work in compliance with
the Immigration Reform and Control Act and travel throughout the state are
required. Any misrepresentation of
academic or experience requirements for this position may result in
