Main Purpose of Job

Under the Deputy Director of the Laboratories Administration this position is responsible for all fiscal and accounting operations within the Laboratories Administration (Administration), an organization of 200+ permanent and contractual employees, a central public health laboratory in Baltimore City and two (2) regional laboratories located in Salisbury and Cumberland. Duties of the position include budget formulation, administration, projection and analysis, cost accounting, test cost analysis, general accounting, responding to audits, small and large commodity purchases, grants, contracts, MOUs and leases, billing and collections, inventory, legislative coordination and legislative fiscal impact statements, personnel staffing, fleet management and supervising administrators, administrative officers and others involved in or performing fiscal duties within the Administration.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing and at least four years of experience examining, analyzing, and interpreting accounting systems, records and reports by applying generally accepted accounting principles

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Strong analysis and financial accounting experience;
  • Experience with creating financial statements and disclosures;
  • Experience with the State of Maryland and/or State accounting systems such as R*STARS;
  • Experience supervising subordinate staff including assignment and review of work, performance evaluation, time and leave approval, training, and employee discipline methods; and,
  • Proficiency in Microsoft Excel

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
