Introduction
The Maryland Lottery and Gaming Control Agency
(MLGCA) serves as one of the largest revenue sources for the State of Maryland,
supporting important state programs and services including education, public
health and safety, human resources and the environment. In addition to
generating revenue from the sale of lottery products and promotions, the MLGCA
is also responsible for the oversight of the state’s casino gaming program,
providing direction and guidance to its casino partners on financial, security,
regulatory and licensing procedures for the facilities.

Main Purpose of Job
The IT systems technical specialist (System
Administrator) is responsible for effective provisioning,
installation/configuration, operation, and maintenance of systems and network
hardware, related infrastructure, and active directory. Participates in technical
research and development to enable continuing innovation within the Agency’s
infrastructure. Ensures that system hardware, active directory, operating
systems, applications, and related procedures adhere to organizational
standards and meet IT industry best practices.
POSITION DUTIES
§ Install, test, and maintain,
vCenter, hyper-converged infrastructure, virtual Windows and Linux machines,
applications, databases, and active directory.
§ Provide expert technical advice
and guidance to information technology staff such as IT Programmers, Systems
Analysts, Operators, Technical Support Specialists, Network Specialists,
Database Specialists, vendors and supervisory personnel and to departmental
management regarding future directions, customization, software or hardware
enhancements and software or hardware purchase recommendations in designated
area of specialization.
§ Document and maintain operating
system configurations, and properly adhere to change management procedures.
§ Configure systems and
infrastructure to meet the State’s IT security policy.
§ Prepare and maintain disaster
recovery plans and perform backup procedures to facilitate recovery of data and
IT operations.
§ Conduct long and short-range
studies for determining the feasibility of migrating or modifying existing data
processing systems including system performance and capacity requirements.
§ Perform problem analysis to
provide appropriate and timely resolution when system users are adversely
impacted by application or systems malfunctions and errors.
§ Coordinate with vendor
representatives in the installation or testing phases of new hardware or system
software. Resolve issues related to operating systems procedures with
operations staff, other data processing personnel and systems users.
§ Work with vendors to maintain,
acquire, and renew software licenses.
§ Monitor computer system
performance and utilization, modify operating system parameters and adjust disk
space allocations to fine tune system performance according to established
performance standards for system response times.
§ Plan, design and develop
improvements and new or advanced systems or applications across an entire area
of specialization in application, communication, database or operating systems
software technology.
§ Perform in-depth analysis of
various information technology alternatives to include consideration of
technical matters, costs and compatibility with existing hardware or software,
and prepare related narrative reports and technical documents.
§ Perform other related duties as needed.
MINIMUM QUALIFICATIONS
Education: A
Bachelor’s degree from an accredited college or university in Computer Science,
Computer Information Technology, Management Information Systems or other
information technology-related field to include coursework in application,
communication, database or operating systems software technology.
Experience: Three years of
experience designing, developing, testing, implementing and maintaining
application, communication, database or operating systems software.
Notes:
1. Candidates may substitute
graduation from an accredited high school or possession of a high school
equivalency certificate and thirty credit hours from an accredited college or
university in Computer Science, Computer Technology, Management Information Systems
or other information technology-related field to include coursework in
application, communication, database or operating systems software technology
for the required education.
2. Candidates may substitute
graduation from an accredited high school or possession of a high school
equivalency certificate and one additional year of experience designing,
developing, testing, implementing and maintaining application, communication,
database or operating systems software for the required education.
3. Candidates may substitute
experience operating computer systems; or scheduling, controlling input and
output to process data on computer systems; or evaluating, implementing and
maintaining computer hardware and software; or converting data from project
specifications by developing program code using generally accepted computer
programming languages on a year- for-year basis for a high school
education.
4. Candidates may substitute
U.S. Armed Forces military service experience as a commissioned officer in
the Computer Systems Operations classifications or Computer Systems
Operations specialty codes in the Information Technology field of work on a
year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
§ Experience with Nutanix hyperconverged infrastructure
§ Experience with Splunk
§ Experience with Veeam
§ Experience with Active Directory
§ Experience with maintaining SQL databases
§ Experience with Mitel telephone systems or other VoIP systems
§ vCenter Enterprise Plus
