Main Purpose of Job

This position will assist the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s National Electronic Disease Surveillance System (NEDSS) Team with support of end-to-end complex multitier web-based systems. This position will also function as an entry-level DB developer for SQL Server databases by creating and running data-modifying queries to select, update and insert against the database tables.

Additionally, this position will assist with the query development for datamart creation and maintenance, as well as provide maintenance on database objects, as needed. This position will assist the NEDSS team with the accurate processing of HL7 by using Orion’s Rhapsody Integration Engine. Furthermore, this position will monitor and ensure the efficient and effective transport, mapping, processing, and erroneous correction of incoming data into Public Health applications, such as ImmuNet (for Immunization data); ESSENCE (for Syndromic Surveillance data); NEDSS/eHARS/PRISM (for Lab or Case Reports); and, EPHT (for Lead or other heavy metals data). 

This position will assist the NEDSS Team with NEDSS application and database software, including the installation and configuration of both the Wildfly Application Server and the Windows Operating Systems. This position will also be responsible for database development and upgrades; running SAS jobs for analysis, visualization and reporting; and, updating data to both COVID and Non-COVID datamarts. To add on, this position will assist the NEDSS team with the Meaningful Use Project’s reception of HL7 data transmittals of patient data from 47 Maryland Hospitals, along with the onboarding process of 163 new Labs and the data’s correctness in both form and structure. This encompasses the QA/Onboarding process and the maintenance of Electronic Lab Reports (ELR) of both COVID-19 and Non-COVID-19 data, as well as data for both NEDSS and other MDH programs for participating hospitals and providers. 

Finally, this position will assist and support the NEDSS team with the efficient and effective conversion of incoming HL7, CSV, XML, or CDA data (i.e. specialized Health data formats) from the hospitals and providers, via CRISP (Chesapeake Regional Information System for our Patients) and health providers, to various Public Health applications within MDH. This position will provide support to the ESSENCE project in a backup role; help the NEDSS Team with the support of data transport architecture from 47 Maryland hospitals; and, work closely with the Johns Hopkins University's Applied Physics Laboratory vendor, as needed.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems, or other Information Technology-related field to include coursework in Application, Communication, Database, or Operating Systems Software Technology.

Experience: Three years of experience designing, developing, testing, implementing, and maintaining application, communication, database, or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems, or other Information Technology-related field to include coursework in Application, Communication, Database, or Operating Systems Software Technology, may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing, and maintaining application, communication, database, or operating systems software, may be substituted for the required education.

3. Experience operating computer systems; or, scheduling and controlling input and output to process data on computer systems; or, evaluating, implementing and maintaining computer hardware and software; or, converting data from project specifications by developing program code using generally accepted computer programming languages, may be substituted, on a year-for-year basis, for a high school education.  

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience with SQL Server databases, as well as experience providing maintenance on database objects.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
